Two Different Treatments People Keep Confusing
Lip filler adds volume. A small amount of hyaluronic acid gel is placed to build shape, restore a border that has flattened, or correct an imbalance between the upper and lower lip. It changes size and it changes outline.
A lip flip adds no volume at all. A very small amount of neuromodulator relaxes the muscle that circles the mouth, so the upper lip rolls slightly outward and shows more of itself at rest. If your lip has decent volume but rolls under when you smile, this is often the treatment you actually wanted.
Plenty of people arrive asking for one and leave having had the other, or a small amount of both. Which is right depends on what your lip is doing rather than on what you have seen work on someone else.

Why the Lip Behaves Differently From the Rest of the Face
The lip is mobile tissue with a rich blood supply, which is exactly why it swells so much more than a cheek and why bruising is more common here. It is also why product placed in a lip breaks down faster than the same product placed against bone.
A lip flip works on the orbicularis oris, the ring of muscle around the mouth. Relaxing its upper fibers slightly reduces the inward roll, so more of the lip you already have is visible. The dose is small by design, because too much affects speech, drinking from a straw and how you form certain sounds.
Risks worth knowing about include swelling, bruising, asymmetry, lumps and, rarely, vascular occlusion. The lip has arteries running close to where product goes, which is precisely why this is a physician injection rather than a quick add on. Hyaluronic acid can be dissolved if it needs to be.
