Bands, Not Bulges
Under the skin on your thighs and buttocks there are vertical fibrous bands called septae that anchor the underside of the skin to the tissue beneath it. In the places where those bands are shorter, thicker or more numerous, they pull the skin down. The fat around them sits at a normal level and simply looks raised by comparison.
That is the whole mechanism, and it explains the thing that frustrates people most: cellulite does not track with weight. Lean, athletic women have it. Losing twenty pounds often makes no difference to the dimpling at all, because the bands doing the pulling are still exactly where they were.
It also explains why creams, wraps, massage and most of what is sold for cellulite produce something that lasts a few hours. None of them reach the structure causing it. Anything that genuinely changes the appearance has to act on the bands themselves or on the tissue around them.

The strongest published results in cellulite come from approaches that release the fibrous bands directly, and the weakest come from anything applied to the surface. Energy based treatments sit between the two: there are reasonable reports of improvement across a course of sessions, and far less data than the marketing around them suggests.
We are telling you that rather than hiding it, because managing what you expect is the difference between being pleased with a real improvement and being disappointed by one. Nobody who has had cellulite treated has had it eliminated. People have had it meaningfully improved, and that is a result worth having if it is what you were promised.

We will go through your history before anything is booked, and if the honest answer is that treatment will not move your particular pattern very much, we will tell you that instead of selling you a course.

The bands that were released or remodeled do not re-form in the same way, but cellulite is an ongoing structural process and new tethering can develop over years. Nobody should tell you a cellulite result is permanent.
